About Us


The objective of the Government's housing policy is to maintain a stable environment for the sustainable and healthy development of the private property market, as well as to provide subsidized public housing for people who cannot afford private rental housing.

The Transport and Housing Bureau of the Government Secretariat deals with the Government's housing policy matters. On the public housing side, the Government has established a statutory body, the Hong Kong Housing Authority (HA), to take charge of developing and implementing a public housing programme. The Housing Department of the Government acts as the executive arm of the HA.

The Secretary for Transport and Housing (STH) is responsible for the Government's overall housing policy. The STH also serves as the Chairman of the HA. The STH is underpinned by the Permanent Secretary for Transport and Housing (Housing), who also assumes the office of the Director of Housing.
