The Hong Kong Housing Authority (HA) is a statutory body established in April 1973 under the Housing Ordinance.
The HA develops and implements a public housing programme which seeks to achieve the Government's policy objective of meeting the housing needs of people who cannot afford private rental housing. Approximately one-third of the Hong Kong population is now living in public rental housing units.
The HA plans, builds, manages and maintains different types of public housing, including rental housing estates, interim housing estates, and transit centres. In addition, the HA owns and operates some flatted factories and ancillary commercial and other non-domestic facilities.
Before 2003, the HA also built Home Ownership Scheme (HOS) flats for sale. This activity was ceased in 2003. Some HOS flats already built but not yet sold will be disposed of in an orderly manner from 2007 to 2009.
In November 2005, the HA divested a majority of its retail and car parking facilities, in order to focus its resources on its core business of providing subsidized rental housing to people in need.
The Secretary for Transport and Housing (STH) assumes the office of Chairman of the HA, while the Director of Housing assumes that of Vice-chairman. The Housing Department acts as the HA's executive arm.
Aside from Chairman and Vice-chairman, the HA has two official members and 26 non-official members. Appointments are made by the Chief Executive. Non-official members are appointed ad personam.

Six standing committees, together with a number of sub-committees / ad hoc committee, have been formed under the HA to formulate, administer and oversee policies in specific areas.
