Wah Fu Estate was completed. It was the first public housing estate in Hong Kong where the "New Town" concept was applied in its planning.
1972

The Government announced the Ten-year Housing Programme.
 
1973

A new Hong Kong Housing Authority was established. The Resettlement Department and the Building Section of the Urban Services Department were merged to form the Housing Department which was to act as the Housing Authority's executive body.
Development of new towns gained momentum to match with the building of large housing estates.
Redevelopment of the Mark I and Mark II estates began, starting at Shek Kip Mei.

The Home Ownership Scheme (HOS) was introduced with flats in six courts offered for sale.
 
1979  
1979 photo
Supplementing the HOS, the Private Sector Participation Scheme was launched.
