A new Housing Branch under the Government was established to assume responsibility for formulating policies and strategies for both public and private housing development.
The Housing Authority reached a Supplemental Agreement with the Government on new financial arrangements.

The Housing Subsidy Policy was reformulated.

The Mark I and Mark II redevelopment and re-housing programme was completed.
All regular meetings of the Housing Authority began to be opened to the public.

The Estate Management Advisory Committee (EMAC) Scheme was put to trial in eight estates.
1996

The Safeguarding Rational Allocation of Public Housing Resources Policy was introduced.
The Housing Authority Exhibition Centre was opened.
1997

The Secondary Market Scheme was launched.
Opening of Tung Chung New Town.
The first Housing for Senior Citizens in Ping Tin Estate was completed, setting a new standard for public housing catering for the needs of the elderly.
The Hong Kong Special Administrative Region Government announced a ten-year housing plan.

The Tenants Purchase Scheme was first launched.
Full implementation of the EMAC scheme.
The new Concord blocks under the HOS were offered for sale.
1999

The Buy or Rent Option (BRO) was introduced to facilitate applicants on the Public Rental Housing Waiting List for to acquire early home ownership.
The broad direction of transferring estate management and maintenance services to the private sector by way of Phased Service Transfer was endorsed.
The Housing Authority Customer Service Centre at Wang Tau Hom was opened.
