The Call Centre was set up to provide a more efficient and customer-oriented telephone enquiry service to the public.
In line with the strategy for Greater Private Sector Involvement (PSI) in the Housing Authority's work, a new management model was rolled out in estates managed by Property Service Companies.

The Private Sector Involvement Task Force approved plans to outsource estate management and maintenance services of another 180 000 Public Rental Housing units to the private sector in the following three years.
The pilot Rent Allowance for Elderly Scheme was launched. Eligible elderly applicants were offered rent allowances in lieu of Public Rental Housing.
The Housing Authority endorsed the moratorium on the sale of Home Ownership Scheme and Private Sector Participation Scheme flats for 10 months until end June 2003.
Rent was waived for all Public Rental Housing and Interim Housing tenants for one month.

Hong Kong's first public art theme park"Tung Chung Art Walk" was opened at Yat Tung Estate, Tung Chung.
The new Housing Authority Exhibition Centre was opened in Ho Man Tin Plaza.
The reorganization of the former Housing Bureau and the Housing Department into a singe organization took place as recommended in the Review of the Institutional Framework of Housing Report.
The Housing, Planning and Lands Bureau (HPLB) was formed as one of the 11 bureaux following the introduction of the accountability system by the HKSAR Government.
The Secretary for Housing, Planning and Lands made the Statement on Housing Policy in November.
The Housing Authority endorsed the measures in the Statement on Housing Policy, which included cessation of the production and sale of Home Ownership Scheme and Private Sector Participation Scheme flats, as well as the sale of public rental housing flats under the Tenant Purchase Scheme after Phase 6.

The Home Assistance Loan Scheme was launched to replace the Home Purchase Loan Scheme of the Housing Authority and the Home Starter Loan Scheme of the Housing Society.
The Marking Scheme for Tenancy Enforcement in Public Housing Estates was implemented to ensure public housing tenants keep the estates clean and hygienic.
The Housing Authority started to phase out the pilot Rent Allowance for Elderly Scheme, taking into account the availability of adequate resources to cope with the elderly applicants' demand, the cost-effectiveness and response to the pilot scheme.
The Secretary for Housing, Planning and Lands made the Statement on the Implementation and Consolidation of Housing Policy. The sale of returned and unsold Home Ownership Scheme flats in the form of subsidized housing was suspended until end 2006 under measures announced in the statement.
Due to over-subscription, the Housing Authority closed the application for the Home Assistance Loan Scheme. Applications already received would be processed until the exhaustion of the 10 000 quota for 2003/04.
The Housing Authority celebrated 50 years of public housing development at Shek Kip Mei Estate.

The Housing Authority launched an ex-gratia scheme to assist Elderly Property Owner-Occupiers in private dilapidated buildings to move into Housing for Senior Citizens of the Authority or the Housing Society on a licence basis.
The Home Assistance Loan Scheme was terminated in line with the repositioned policy to provide subsidized rental housing to low-income families in need.
The largest ever mural painting in Hong Kong's pubic housing estates was unveiled at Cheung Wang Estate in Tsing Yi to mark the finale of a series of community activities commemorating 50 years of public housing development in Hong Kong.

Sale of the last phase of the Tenant Purchase Scheme, Phase 6B, was launched.
An annual quota for non-elderly one-persons applying for public rental housing was set and a points system was established to accord priority to applicants of higher age.
The Link Real Estate Investment Trust was listed on the Stock Exchange of Hong Kong. The Housing Authority completed the divestment of 180 of retail and car park facilities.
2006

E-Payment Cards were introduced. Public housing tenants can pay their monthly rents at any estate shroff offices convenient to them.
The Living Space Improvement Transfer Scheme was launched.
The Housing Authority launched a three-month public consultation on the review of its domestic rent policy. It subsequently endorsed the Report on the Review of Domestic Rent Policy recommending a new rent adjustment mechanism based on changes in the household income of public housing tenants.
The Tung Chung Artwalk Phase 2 at Yat Tung Estate in Tung Chung was opened, adding 10 art pieces to the collection of the artwalk.
2007
The Housing Authority launched the 2007 Phase 1 Sale of Surplus Home Ownership Scheme Flats.
Public rental housing households of the Housing Authority can use the e-Payment Card to pay their monthly rent at 7-Eleven stores at more than 700 locations throughout the territory.
The Housing Authority banned smoking in all common areas in its public rental housing estates.
The Housing (Amendment) Bill 2007 was passed by the Legislative Council, enabling the establishment of a new income-based rent adjustment mechanism for public rental housing.
The Government Secretariat was re-organised on 1 July. The Transport and Housing Bureau takes charge of housing policy.
