Building Works (BW) MASS assessments are carried out for all building works contracts (except demolition contracts and piling contracts) tendered out by the Estate Management Division and the Allocation and Commercial Development Division of the Housing Department (HD). BW MASS comprises two assessments:

    Works Assessment
  Management Assessment


Works Assessment:

The Work Assessment is conducted by HD site staff through regular on-site inspection. It covers three areas:

1.

General Obligations on Site

To assess whether adequate site safety measures are carried out and protective items are provided on site. These include provision of warning signs, hoardings, barriers, screens, scaffolds and personal protective equipment; as well as appropriate storage of building materials and storage / removal of debris.
 
2. Quality of Works
To assess the use of materials and workmanship against the standards laid down in the contracts.
 
3. Service Delivery and Progress of Works
To assess the services delivered by contractors, in the aspects of workers' attitude, tidiness of work during and after completion, tradesmen qualification, and site progress.


Management Assessment:

The Management Assessment, carried out quarterly to assess the quality and effectiveness of contractors' management input as well as the standard of their services delivered, covers the following aspects:

1. Service to tenants
2. Response to instructions
3. Co-ordination and control of works
4. Debris / Dumping point management and Hoarding maintenance
5. Site safety
6. Competence of supervisory staff
7. Progress of works
8. Adequacy and standard of labour
9. Adequacy and standard of plant and material
10. Timely and quality submission of required documents and information
11. Timely and quality submission of cost data
