To enhance the quality of management services and to achieve cost-effectiveness, the Hong Kong Housing Authority (HA) has contracted out the management of its shopping centres to property management companies.  All day-to-day management and maintenance tasks such as cleaning, security and the management of car parks are handled under contracts by respective property management companies, while the HA takes the responsibility of monitoring their overall performance.
