Territory-wide Overcrowding Relief Transfer Exercise

We launch the Territory-wide Overcrowding Relief (TWOR) Transfer Exercise to improve the living conditions of households living in overcrowded public rental housing (PRH) flats. The exercise is conducted twice or thrice a year subject to the availability of housing resources. All PRH households with living density (in terms of internal floor area) less than 5.5 square metres per person can apply for transfer to a more spacious accommodation. Eligible applicants will be invited for flat selection in due course. The priority of flat selection is based on the eligible households' living density in the first place, followed by their family size, and then their length of residence. If everything is equal, ballots will be drawn to determine their flat selection priority.
