Decoration Checklist for PRH Flats

Hire an Approved Decoration Contractor (ADC)
The ADC System aims at protecting Public Rental Housing (PRH) tenants' interests from illegal interference so that decoration works can be carried out in an orderly manner without unauthorized structural alterations. Tenants are free to choose any contractor from the approved list. Approved contractors are subject to the HD's monitoring and thus would not reject or delay a project.
  Tenants should select their own materials and decide on the details of work items and date of commencement;  
 
Tenants should then complete the application form at the Estate Office. Works can only commence after a written approval is received;
 
  Tenants should place the written approval in a noticeable location for the inspection of Estate Office staff or the police;
 
  Tenants should complete the evaluation form and return it to the Estate Office as soon as the works are finished, allowing the HD to conduct an assessment on the contractor's performance. 

Decorating On Your Own
  Tenants can also decorate the flats by themselves or with the assistance of friends / relatives, but such tenants must first apply at the Estate Office. Works can only commence after receiving a written approval. The friends / relatives can only assist ONE household in an estate with the decoration.
  One copy of the Hong Kong Identity Card and three passport-sized photographs must be presented upon application;
 
  The approved application form must be placed in a visible location in the flat;
 
  Friends / relatives assisting decoration must wear a workman's access permit issued by the Estate Office;
 
  During the decoration period, the HD staff and the police hold the right to examine the flat, and the tenant or an authorized family member must be there to monitor the works.

Decoration Works
  Tenants should beware of the following items while decorating the flats:
  Tenants must not damage or demolish the building's permanent structure or fixed installations such as window, doors, sink, stove and metal gateset. If these items are damaged, the tenant must compensate the HD for the re-instatement works as stated in the tenancy agreement;
 
  Relocation of the water tap must be pre-approved by the Waters Department and the Estate Office; the work should only be carried out by licensed plumbers;
 
  Relocating wires and plugs of electrical appliances must also be carried out by qualified electricians, and works must comply with the relevant rules and regulations. Tenants who fail to comply with such regulations must take the responsibility for any accidents caused and pay any related compensations;
 
  Tenants must use clothes-drying facilities approved by the HD. Details on the approved models can be obtained at the Estate Office.

Air Conditioners
  Tenants can install either window- or split-type air conditioners, but they must:
  apply in advance;
 
  install the air conditioners at specified locations;
 
  connect to electricity via the designated socket beside the window;
 
  install release tubes to divert water into the flat's drainage system.

Water Heaters
  Tenants may install either one type of these water heaters in the flat:
  Gas water heater which must be mounted on a designated area in the bathroom; or
 
  Electric water heater not exceeding 3 000 watts.

Television Antenna
  All flats are equipped with communal aerial system; any addition or relocation must be carried out by the approved maintenance contractors.

Decoration Debris
  Tenants should keep the public area free of building materials, cement and sand;
 
  Tenants should not discard construction waste and other refuse arbitrarily;
 
  When decoration works are completed, tenants must promptly remove all the building debris to a designated spot.

Liability
  Tenants are held liable for all damage or casualties caused by the flat's decoration works. For unapproved or non-compliant installation and changes:
  Estate office has the right to demand tenants to make good all unapproved or non-compliant installations at the tenants' expense;
 
  The HD may consider terminating the tenancy agreements and recover the flats with unapproved works despite official warnings.
