Step 1: Identify the Right Category of Application

Allocation for public rental housing (PRH) flats is processed in accordance with the sequence of the application numbers on the Waiting List. Applicants who have chosen a certain district will be lined up with other families of the same size and same choice to wait for their turn. Take a look at your options and the latest position of the Waiting List before you hand in your application. Do you plan to apply as a family? If you have elderly member(s) in your family, you can join the Families with Elderly Persons Priority Scheme and enjoy certain priority in flat allocation. If all your family members are elderly persons, you can join the Elderly Persons Priority Scheme. If you plan to stay in the same estate where your elderly parents live, you may consider the Special Scheme for Families with Elderly Persons. On the other hand, applications from single persons will be placed in a separate queue.

Step 2: Eligibility & Income / Asset Limits

The Housing Authority (HA) reviews the maximum income and net asset limits every year. For any adjustments to be made, it will usually become effective from the first day of April. Applicants must fulfil this requirement from the date of registration up to the time of accepting the allocation offer. So don't forget to check out the latest income and asset limits.

Step 3: Application

Get an application form and complete it with care. Prepare all the documents required for our verification, including those certifying your relationship with other family members and your income and assets.

Step 4: Get Your Waiting List Number

After vetting and verification, the Housing Department (HD) will register your application into the Waiting List. Normally you will get the Waiting List number printed on a blue card within a month from the day you submit your application form and all the requisite documents. The progress of this Waiting List is updated monthly and you can check for updates on the newspapers or online.

Step 5: Watch out for Express Flat Allocation

Once or twice in a year, the HD will launch the Express Flat Allocation Scheme (EFAS) to let eligible Waiting List applicants to have flat allocation at an earlier time. If you receive a letter inviting you to join the EFAS, do not miss the chance.
