Public rental housing (PRH) is provided to families in genuine need who cannot afford adequate private accommodation. It is the first step up the housing ladder towards self-owned accommodation.
There are about 670 000 public rental flats in the Housing Authority's (HA) portfolio, housing approximately two million people (about one-third of Hong Kong's population). In spite of these numbers, there are still more than 110 000 applicants on the Waiting List. We have been striving to reduce the average waiting time for a public rental flat, by increasing housing production and encouraging upward mobility among existing tenants. We have now achieved the target of maintaining the average waiting time at three years.
