Background

Satisfactory estate management is a result of collaborative effort by residents, committees and the estate community. It is also an essential element of good living for public housing estate residents. It has been the long-standing objective of the Housing Department (HD) to continuously improve its local estate management.
To ensure that estate management is effective, efficient and is attuned to tenants' needs and aspirations, and to encourage residents to be more attentive to and more ready to participate in matters of their concern, we introduced a pilot scheme on Estate Management Advisory Committee (EMAC) in eight of our estates. The EMAC scheme started on 1 April 1995 and lasted for one year. The establishment of EMACs decentralizes estate management to the local level, aims to help enhance the communication between tenants and the management, and encourage tenants' participation in estate matters.
In view of the encouraging results in the pilot run, we extended the EMAC scheme to all other rental estates, starting 1 April 1996.

Objectives
 EMAC is an estate-based committee with tenants' participation. Its objectives are:

 |  | | | 1. | to provide a dedicated and representative forum for the estate Housing Manager (HM) or Property Services Manager (PSM) to communicate with and consult tenants on estate management matters, so as to gain tenants' understanding and support in the implementation of management policies;
| | 2. | to provide tenants with a greater say in estate management matters, and to strengthen the partnership between tenants and housing staff. EMAC provides a formal avenue to involve tenants in public housing management and to further decentralize estate management to local staff;
| | 3. | to provide an opportunity for us to strengthen our contact with tenants, Mutual Aid Committees (MACs) and commercial tenants' associations (CTA) and to enhance the communication with them;
| | 4. | to strengthen tenants' sense of belonging to and collective responsibility for the well-being of the estate community through participation in estate management matters.
