It is inevitable that the household particulars of public rental housing (PRH) tenants may change after they moved in. Tenants are required to declare their occupancy positions on a regular basis. If changes in household particulars occur between two declaration periods, tenants can make declaration and application according to corresponding regulations and procedures.

Biennial Declaration of Family Particulars

To ensure the proper utilization and rational allocation of limited public housing resources, the implementation of an honest system for PRH tenants to declare their occupancy position biennially was endorsed in June 1998.

Deletion / Addition of Family Members

A public rental flat should be occupied by the tenant and the family members listed on the tenancy agreement only. The tenant shall notify the Housing Department (HD) immediately of any alteration in his / her family caused by birth, death or otherwise. We will take necessary actions according to the prevailing tenancy management policies.

Conditional Temporary Stay of Family Members

Tenants may apply for conditional temporary stay of their family members or close relatives to take care of the tenant or vice versa if these members are not allowed for addidtion into the tenancy but satisfy the required conditions under the Policy on Conditional Temporary Stay.

Policy on Grant of New Tenancy

Upon the death of a tenant, the HD will terminate the tenancy and unconditionally offer the tenancy to the spouse listed on the tenancy. Where there is no spouse, other family member who is an authorized occupant may apply to take over the tenancy. However, this household has to undergo a comprehensive means test in order to assess its eligibility for the grant of a new tenancy.

Housing Arrangements for Divorced Couples

In general, we do not take active step to secure removal of either party during their separation. However, if the couple cannot reach an agreement on the accommodation arrangement, we will take necessary action according to the prevailing tenancy management policy.
