The term of EMAC members will be for two years beginning on 1st April each year. Members will be appointed by the Permanent Secretary for Transport and Housing (Housing) in their official capacities. Vacant seats arising from cessation in office should be filled by their successors or nominees from their offices.

Composition of the EMAC membership is:

Chairman

 
HM in estates managed by the HD / Property Management Agents (PMA); or

PSM in estates managed by Property Service Companies (PSC) or Management Buy-out (MBO) companies
Members

 
Chairman or elected representative from each MAC in the estate

Chairman or elected representative from CTA (with membership constituting 50% or more of the estate's commercial tenants), if any, in the estate

Elected District Council Member(s) whose constituency covers the estate

Appointed District Council Member from the local Area Committee (appointment will be district-based if there are no Area Committees)
Other Persons Invited to Attend the Meetings

1.

In regular attendance
(a) Estate management representatives from the HD or PSC / MBO companies
(b) Works Representatives from the HD or PSC / MBO companies
 
2. Attendance on need basis
(a) HD staff (e.g. staff handling re-development, planning and construction matters)
(b) Representatives from other Government departments (e.g. Police, Home Affairs Department)
(c) Representatives from service contractors
