Picture: HOS / TPS Property ManagementWe provide a Structural Safety Guarantee to owners of domestic flats sold under the Home Ownership Scheme (HOS), Buy or Rent Option, Mortgage Subsidy Scheme developed by the Housing Authority and Private Sector Participation Scheme developed by private developers.

However, since HOS courts are private properties, owners should take up the responsibility of managing their own property. Good property management not only ensures a better living environment, but also helps to enhance the value of the properties.

Owners' Corporation (OC)

We encourage the owners to form the OC to take over the management of their estates from the Housing Department (HD) within the first year of in-take. The Building Management Ordinance, enacted in 1993, provides a sound legal framework for building management. An OC is an organization formed by owners under the Building Management Ordinance to manage the public areas of the building and make decisions on matters concerning its management on behalf of the owners.
Government Assistance

Before forming an OC, owners can browse the Home Affairs Department Building Management web site that provides comprehensive information on building management, such as the government's policy objectives, the Home Affairs Department's role, services, legislation, reference materials, resources and latest notices. Owners can also conduct e-mail enquiries through the web site.
Estate Management

Prior to the official formation of an OC, the HD will assign a qualified Property Management Agency (PMA) to take care of the estate management matters. We will also assist in monitoring the performance of the PMAs.

After its formation, an OC must comply with the requirements of the Building Management Ordinance in the appointment of a professional management agent for the delivery of management services to the estate. The operation of the OC, the administration and practices of the property manager and the involvement of the owners must conform to the provisions of the Building Management Ordinance.

The Lands Tribunal provides an efficient and less costly channel through which residents can process and settle any proceedings or disputes regarding building management.
