Flats for Sale

A total of 3 056 surplus HOS flats are to be offered for sale under Phase 1 of 2007, including 1 200 flats in Kingsford Terrace Stage 1 in Wong Tai Sin, 1 489 flats in Yu Chui Court in Shatin and 367 flats in Tin Fu Court in Tin Shui Wai.

Average Selling Price

The SHC has approved the price discount for Phase 1 of 2007 at 30%. By applying the price discount of 30% to the assessed market values, the average selling prices and range of flat selling prices are approved as follows -

The selling prices for individual flats are fixed by taking into account the relative attractiveness of the flats within the court such as orientation, floor level, views and other relevant factors.
 
Application

The HA will receive applications for purchase of HOS flats between 2 - 15 January 2007. Balloting for successful application and order of flat selection will be carried out in February while flat selection will begin in March 2007. Application forms can be obtained during the application period free of charge from the following locations :
 
Hong Kong Housing Authority Customer Service Centre (No. 3, Wang Tau Hom South Road, Lok Fu, Kowloon)

Property Management Offices and District Tenancy Management Offices of Housing Department

Shamshuipo Housing Information Centre (Podium Level, Un Chau Shopping Centre, Un Chau Estate, Shamshuipo, Kowloon)

Estate Offices of Hong Kong Housing Society

District Offices of Home Affairs Department

To uphold the "user-to-pay" principle, an initial application fee of $100 will be charged on application and a top-up fee of $185 at the time of flat selection for successful applicants.
 

Other Main Points

 
The quota allocation between Green Form (GF) and White Form (WF) applicants will be set at 80:20 with any unfilled quota being passed to the other category or vice versa.

On flat selection arrangements, eligible one-person households would be placed after family households, and that top priority will be given to families affected by Housing Authority-initiated clearance programme. To strengthen the support for families with elderly persons, GF families with elderly persons and WF nuclear families with elderly persons will be accorded priority in the ordinary GF and WF queues respectively.

Purchasers of Tenants Purchase Scheme (TPS) flats within 10 years from the date of assignment could apply for purchase of surplus HOS flats on condition that they will sell their TPS flats within three months from the signing of the agreement for sale and purchase of the surplus HOS flats to avoid double housing benefit.

HA will decline all buyback offers for the surplus HOS flats sold from 2007 onwards.

HA will continue to provide mortgage guarantee in respect of loans granted by banks and other authorized financial institutions for the purchase of HOS flats.

All flats for sale in 2007 Phase 1 are unoccupied new flats and inspection of individual flats by prospective purchasers will not be arranged. However, on-site show flats for the 3 projects will be available for viewing during the application and the flat selection periods.

HA will carry out pre-sale defect rectification to all the flats to bring them to a reasonable standard before handover to purchasers and provide a defect liability period of one year from the date of assignment of individual flats.

The structural safety guarantee (SSG) of 10 years (or 20 years for projects in Tin Shui Wai) from the date of building completion will be maintained for the surplus HOS / PSPS developments, except that for the 28 unsold blocks, SSG of 10 years (or 20 years for projects in Tin Shui Wai) counting from the commencement date of the flat selection period of the first sale phase for each unsold block will be provided.
