Promoting Good Property Management and Maintenance in TPS Estates
A "Property Management and Maintenance Forum" was organised for flat owners under the Tenants Purchase Scheme (TPS) by the Housing Authority's TPS Advisory Team on 13 March, with the show up of over 300 participants.
Apart from Assistant Director of Housing (Estate Management) Mr Tony Liu, who officiated at the forum, as well as Chief Managers of the Housing Department Mr Chen Seng-tek and Mr Lui Kwong-fai, there were speakers coming from various professional bodies and government departments. They shared their views and experience with the participants through plenary discussions and question & answer sessions.
Topics of the forum included "Owners' rights and responsibilities", "Handling complaints on water dripping from air-conditioners, water seepage and pest control", "Tree management", "Selection and employment of consultants and contractors", "Monitoring of building works" and "Lift safety and maintenance". Speakers made presentations on relevant legislations, the role of responsible authorities and the salient features of property management.
The TPS Advisory Team was established in 2009 to promote good management and maintenance practices to home owners of TPS estates. The team has visited all 39 TPS estates to exchange with Management Committee members of the Owners' Corporations (OCs) and staff of the property management companies on management and maintenance matters. It also published a handy reference entitled "Guidelines for Property Management and Maintenance" in June 2010 for distribution to the OCs of TPS estates.
