Ping Shek Estate Revitalisation: First Project Completed

Photo: Being well over 40 years old, Ping Shek Estate became the first public housing estate to undergo our ERP. Ping Shek Estate was selected by the Housing Authority (HA) as the first estate to benefit from its Estate Revitalisation Programme (ERP) after undergoing a comprehensive structural investigation. Through a series of improvement works, the estate will be given a new fresh look. The new facilities will also help boost a sense of caring and community within the neighbourhood. The first project completed under the ERP is the newly opened Well Being Centre.

Converted from 13 market stalls with a total internal floor area of 136 square metres, the centre provides an ideal venue for tenants and local groups to organise a range of activities.

A highlight of the Well Being Centre is the Memory Corner which showcases many items of historical interest within the estate. These include a collection of photos featuring former Hong Kong Governor Sir David Trench on a visit to Ping Shek Estate in 1971; a number of old photos documenting the daily lives of tenants; as well as the patrol batons used by members of the Mutual Aid Committee as they maintained public safety and security in the estate at night, demonstrating the strong spirit of mutual help prevalent within Ping Shek in the early days. This wide selection of valuable exhibits provides testimony to the early lives of tenants and the more than 40 years of history at Ping Shek Estate. Visitors may enjoy the opportunity to review and recollect what life was like in the early days.

While the estate maintains its traditional characteristics, its facilities are being renewed and upgraded to meet residents' needs. Improvement works include barrier-free access at the main entrance to improve accessibility of residents, a covered stage at the central plaza for special festive and community events, recreational facilities for elderly tenants, a retrofitted green roof over the market, as well as the enhanced use and refurbishment of the market stalls and shops. The external building façades and lift lobbies are all being renewed, and new lifts being installed in blocks lacking such facility; while common areas and corridors will be equipped with energy-efficient lighting systems in phases, etc. In addition, to cater for both elderly and disabled tenants, grab rails, ramps and modified laundry racks are also being installed inside their homes.

The revitalisation programme goes much further than simply giving the old estate a facelift. New features to create more opportunities for social interaction and thus to enhance a sense of community have also been included. The concept behind our revitalisation programme is to upgrade the “hardware” of the estate based on the standards of our new estates; while at the same time preserving the “software” or the affection and harmony among people, enabling residents to enjoy a happy and pleasant living environment.
