Trial Scheme on Full Rent Exemption for Elderly Under-occupation Transfer
To ensure the effective use of public rental housing (PRH) resources, the Hong Kong Housing Authority (HA)’s prevailing under-occupation (UO) policy (see Note) requires households with living space exceeding the prescribed standard to move to another PRH unit of suitable size. However, households with elderly members aged 70 or above are excluded from the UO list and are not required to move.
HA approved the implementation of a trial scheme whereby UO households whose family members are all aged 70 or above are given an option to enjoy full rent exemption upon their transfer to smaller PRH units of suitable sizes.
Quotas are limited for the trial scheme. Flats will be allocated on a first-come-first-served basis. A maximum of three housing offers will be given either in the residing estate or other estates in the same District Council district for transfer to smaller new or refurbished flats. In addition to the enjoyment of full rent exemption, one-off Domestic Removal Allowance will be offered upon successful transfer to smaller flats of suitable sizes.
Eligible households may make application to the respective estate office starting from 16 December 2019.
