Mr Raymond A BATES is a Chartered Building Surveyor, and a past president of the Hong Kong Institute of Surveyors. He worked in the United Kingdom and Gibraltar before moving to Hong Kong in 1973 to join the Public Works Department. In 1975, he joined the Housing Department where he is now the Deputy Director/Works.

He has an extensive background in building maintenance. His experience has ranged from the maintenance of powerstations, hospitals and airports, through to the United Kingdom's largest sewerage and refuse incineration facilities. He is best known for development of the Housing Authority's maintenance strategies as well as the slope and structural repair programmes.

He has been a driving force behind a number of initiatives within the construction industry including Maintenance Management, Quality Assurance, site safety, worker training and technological innovation.
