Mr CAI obrained a Master Degree at the Global Economics Department of Shanghai East China Normal University and was also a Deputy Rsearcher there. He was engaged in real estate development, operation and administration for a long time. He is presently Director of both Shanghai Municipal Housing and Land Administration Bureau and Shanghai Municipal Housing System Reform Office. He has studied in Hong Kong, France and the U.S. and has compiled in partnership or in chief reference books and monographs such as Shanghai Real Estate Investment Management, Hong Kong Real Estate Management Practices, Real Estate Development, Real Estate Market and Real Estate Laws and Regulations, Mr CAI has published over 20 essays and academic reports about real estate field.
