Mr Siu is the Secretary for Planning, Environment and Lands of the Hong Kong Special Administrative Region Government. He oversees the operation of the following departments :

• Buildings Department
• Environmental Protection Department
• Land Registry
• Lands Department
• Planning Department

Mr Siu, first joined the Hong Kong Civil Service in 1966. He has held a number of positions in the different wings of the Hong Kong Government and the Government of the Hong Kong Special Administrative Region, including the posts of Postmaster General (1988-89); Commissioner for Transport (1989-92); Director, New Airport Projects Co-ordination Office (1992-93); Secretary for Economic Services (1993-96), Secretary for Transport (1996-97) and Head, Central Policy Unit (1997-99). At the end of January 1999, he was appointed as the Secretary for Planning, Environment and Lands.
