Professor NIE Mei-sheng joined the Ministry of Construction in 1991 as the Deputy Director General of the Science & Technology Department and Doctorate Tutor. In 1994, she was promoted to the Director General of the Department and the Standing Member of the Science & Technology Commission of the Ministry. Since 1998, she has been the Deputy Director of the Science and Technology Committee and the Chairman of the Housing Industrialization Office.

Earlier in her career, Professor NIE had worked at the China Southwest Municipal Engineering Design Institute for over 18 years. She was attached to the Rensselear Polytechnic Institute of the United States between 1984 and 1986 as visiting scholar on a government stipend offered by the State Education Commission.

Professor NIE has also been the Chairman of the Water Supply & Drainage Association, China Civic Engineering Association since 1996.
