Mr Stephen S.C. POON is the Deputy Director of Land Development Corporation, Hong Kong. Before that, he was Deputy Director of Housing in when he oversaw the development of the Tenants Purchase Scheme, provisions for the elderly, and mixed development projects.

For many years, he has been actively involved in the affairs of the Hong Kong Institute of Architects, and was the President of the Institute from 1991 to 1992. He was a member of the Architects Registration Board from 1990 to 1998. He holds an honorary lectureship on Architecture with the Hong Kong University. He is also a member of the Hong Kong Chinese University's Architecture Academic Advisory Committee and a member of the Board of Directors of the Hong Kong Physically Handicapped and Able Bodied Association (PHAB).
