Introduction

        In January 2001, the Hong Kong Housing Authority (the Authority) set up an Ad Hoc Committee on Review of Domestic Rent Policy (the Committee) to conduct a comprehensive review of its domestic rent policy. The objective is to map out a rent structure that is affordable and flexible, provides greater choice to public rental housing tenants, and contributes to the long-term sustainability of the public housing programme.

        On 9 March 2006, the Authority published a consultation paper setting out the initial findings of the Committee. A three-month public consultation was conducted between 9 March and 9 June 2006 to gauge the views of the public.

        The public consultation generated animated public discussion on the proposals for reforming the Authority's domestic rent policy. We received a total of 425 written submissions with 70 submitted by organizations and 355 by individuals. Of these, there are 21 submissions having contents outside the scope of the rent policy review (such as enquiries about the eligibility criteria of the Rent Assistance Scheme, reporting of cases suspicious of abusing public housing resources and requests for transfer, etc.). Ten late submissions were received after the close of the consultation. Separately, we received 27 submissions referred by the Office of the Chief Executive. All written submissions submitted to the Committee except for those not related to the review and those addressed to the Office of the Chief Executive instead of the Committee have been posted on this website for public inspection.

        Moreover, members of the Committee and Housing Department's representatives attended a total of 106 forums / meetings in connection with the consultation exercise. These included the four public forums organized by Housing Department, meetings of the 18 District Councils and local forums organized by outside parties.         Having carefully considered all the views received, the Committee has drawn up the Report on the Review of Domestic Rent Policy (the Report) setting out its final recommendations, and submitted it to the Authority on 21 November 2006. The Authority endorsed the Report at its meeting of 27 November 2006.
