Raising Awareness among Staff and Property Managers To encourage environmental awareness and ideas amongst our staff, we operate a Green Corner to which all departmental divisions are invited to provide relevant display information once a year. We supported 16 environmental training events attended by over 400 staff during the year - an increase in participation from 380 in 2002 / 03. We also arranged self-learning construction site safety packages and held safety training courses during the year that were attended by over 560 departmental staff. The outsourcing of management and maintenance duties at our housing estates in recent years has encouraged partnering between property management and residents, resulting in an improved environmental, health and safety performance.
We also teamed up again with green groups for the Green Property Management Award for 2003 which aimed at encouraging greater participation in environmental protection schemes by estate staff, tenants and business partners. At the award ceremony held in March 2004, 17 estates were recognized for their outstanding performance in supporting green management initiatives.

Working with
Business Partners A number of awareness-raising initiatives were launched during the year in collaboration with our business partners. These included the second Quality Public Housing Construction and Maintenance Awards 2003 jointly organized with construction sector stakeholders to give recognition to contractors, supervising teams and supervisors, and workers who provided outstanding construction and maintenance services for public housing. One of the assessment criteria in the award was the implementation of occupational safety and environmental protection measures. In February 2004, our International Housing Conference, entitled "Housing in the 21st Century: Challenges and Commitments", provided an opportunity for international audience of policy makers, professionals, academics and practitioners to examine and exchange views on housing issues. "Sustainable Housing for Healthy Living" was one of the main themes. The conference also provided an opportunity to identify challenges ahead, and to explore new dimensions and innovative ideas. |

Partnering
with Residents and the Community This year has been an auspicious one for public housing. In December 2003 we marked the golden anniversary of public housing in Hong Kong with a ceremony at Shek Kip Mei Estate -- the birthplace of public housing -- attended by residents and community leaders. However, the year started in a less than celebratory mood with concerns over a possible resurgence of SARS very much on our minds. To sustain the Team Clean initiatives in rental estates, we took on a number of initiatives to promote a culture of civic responsibility and the importance of environmental hygiene. Public Housing Estate Cleanliness Incentive Scheme We organized some 290 estate-based cleansing exercises and activities which were participated by our Estate Management Advisory Committees (EMACs), over 150 non-government organizations and about 6 900 volunteers. From September 2003 onwards, we increased the frequency of "Operation Tai Ping Tei" to four times a year in all public housing estates. Estate Commercial Cleanliness Incentive Scheme This scheme was launched in more than 130 shopping estates to raise environmental hygiene awareness among our management staff, shopkeepers, workers and cleaners. Between June and November 2003, some 130 commercial tenants won the Best Hygiene Award for Food Premises, while over 40 of them were in the first place for six consecutive months. About 360 cleaners also won the Excellence Award for Toilet Cleaners. These two competitions attracted almost 200 million votes in total from shoppers. Team Clean Corners The estates set up Team Clean Corners for the display of photographs of estate black spots before and after cleaning measures. This will reinforce the message of the importance of sustained cleaning measures for a pleasant and hygienic living environment. Environmental Property Management Ambassadors Scheme For this scheme organized by the Environmental Campaign Committee, we had more than 30 nominees and five of them were successfully recruited as Environmental Property Ambassadors. Green Estate Exchange Square Scheme This scheme encouraged tenants participation in waste recycling by setting up eco-bazaars at 25 selected estates.
