It exercises its powers and discharges its duties under the Ordinance so as to secure the provision of housing and such amenities ancillary thereto as it thinks fit. Following enactment of the Housing (Amendment) Ordinance 1988 and implementation of the Authority's re-organisation, the financial arrangements between the Government and the Authority came into effect on 1 April 1988. A Supplemental Agreement to the 1988 Financial Arrangements was effective from 1 October 1994, and further revisions have also been made thereafter in respect of new initiatives in the provision of housing. The salient features of the financial arrangements are as follows:(a) %u653f%u5e9c%u7684%u514d%u606f%u6c38%u4e45%u8cc7%u672c (a) Government%u2019s non-interest bearing permanent capital%u6c38%u4e45%u8cc7%u672c%u4e2d%u4f86%u81ea%u5df2%u8cc7%u672c%u5316%u7684%u524d%u767c%u5c55%u8cb8%u6b3e%u57fa%u91d1%u8cb8%u6b3e%u7684 134.89 %u5104%u6e2f%u5143%uff0c%u5df2%u7531 1994 %u5e74 10 %u6708 1 %u65e5%u8d77%u6539%u70ba%u514d%u606f%u6c38%u4e45%u8cc7%u672c%u3002A sum of HK$13,489 million representing that element of the permanent capital originating from the capitalisation of loans from the former Development Loan Fund has been converted into non-interest bearing permanent capital with effect from1 October 1994.(b) %u653f%u5e9c%u7684%u8cc7%u52a9 (b) Government%u2019s contribution%u5305%u62ec%u5728%u5e33%u76ee%u5167%u653f%u5e9c%u5c0d%u4f4f%u5b85%u6a13%u5b87%u7684%u8cc7%u52a9%u53ca%u975e%u4f4f%u5b85%u6a13%u5b87%u7684%u6b0a%u76ca%uff0c%u8f09%u65bc%u9644%u8a3b 19(b)%u5217%u51fa%u3002The Government%u2019s contribution to domestic housing and non-domestic equity included in the accounts is shown in Note 19(a).The land value for the domestic element of public rental housing,the difference between the land value (at full market value) and the land cost charged by the Government for the domestic element of the Home Ownership Scheme (HOS), Buy Or Rent Option Scheme (BRO), Tenants Purchase Scheme (TPS) and Green Form Subsidised Home Ownership Scheme (GSH), and the land value for the non-domestic elements in rental estates and HOS, BRO and GSHcourts (i.e. carparks and commercial facilities) are not included in the accounts but included as memorandum entries in Note 19(b).(c) %u4ed8%u4e88%u653f%u5e9c%u7684%u7d05%u5229 (c) Dividend to the Government%u623f%u59d4%u6703%u5f9e%u79df%u4f4f%u5c4b%u90a8%u53ca%u5c45%u5c4b%uff0f%u53ef%u79df%u53ef%u8cb7%uff0f%u7da0%u7f6e%u5c45%u8a08%u5283%u5c4b%u82d1%u975e%u4f4f%u5b85%u8a2d%u65bd%u6240%u5f97%u7684%u6574%u9ad4%u76c8%u9918%uff0c%u9808%u8207%u653f%u5e9c%u5e73%u5206%uff0c%u4e26%u4ee5%u7d05%u5229%u5f62%u5f0f%u5206%u914d%u4e88%u653f%u5e9c%u3002The overall surplus arising from the operation of non-domestic facilities in rental estates and HOS/BRO/GSH courts are to be shared equally between the Authority and the Government and distributed to the liabilities for the Home Ownership Scheme and the Private Sector Participation Scheme%u7531 1988 %u5e74 4 %u6708 1 Authority took over since 1 April 1988 from the Government the contingent liabilities for mortgage default guarantees in respect of flats built under the HOS and the Private Sector Participation Scheme (PSPS) (Note 23(a)), and for unsold flats and the shortfall in selling price under the PSPS.(e) %u8208%u5efa%u8207%u7ba1%u7406%u81e8%u6642%u623f%u5c4b%u5340%u53ca%u5e73%u623f%u5340 (e) Construction and management of temporary housing and cottage areas%u7531 1988 %u5e74 4 %u6708 1 %u65e5%u8d77%uff0c%u623f%u59d4%u6703%uff1a With effect from 1 April 1988, the Housing Authority has:(i) %u8ca0%u8cac%u652f%u4ed8%u81e8%u6642%u623f%u5c4b%u5340%u548c%u81e8%u6642%u6536%u5bb9%u4e2d%u5fc3%u7684%u767c%u5c55%u3001%u5efa%u7bc9%u8207%u7ba1%u7406%u958b%u652f%u53ca%u5e73%u623f%u5340%u7684%u7ba1%u7406%u8cbb%u7528%uff1b%u4ee5%u53ca(i) become responsible for meeting expenditure arising from the development, construction and management of temporary housing areas and transit centres, and the management of cottage areas; and(ii) %u4ee5%u4ee3%u7406%u4eba%u8eab%u5206%u4ee3%u653f%u5e9c%u57f7%u884c%u6e05%u62c6%u3001%u5bee%u5c4b%u7ba1%u5236%u53ca%u5bee%u5c4b%u5340%u6539%u5584%u8a08%u5283%u4e0b%u7684%u8a2d%u65bd%u4fdd%u990a%u5de5%u4f5c%uff0c%u8cbb%u7528%u4ecd%u7136%u7531%u653f%u5e9c%u652f%u4ed8%u3002(ii) undertaken clearance, squatter control and maintenance offacilities provided under Squatter Area Improvement Programmes, on an agency basis, for the Government which remains responsible for the funding of these activities.%u6240%u6709%u81e8%u6642%u623f%u5c4b%u5340%u5df2%u65bc 2001 %u5e74 8 %u6708%u524d%u6e05%u62c6%u3002%u9664%u4e86%u5b89%u7f6e%u53d7%u6e05%u62c6%u5f71%u97ff%u5c45%u6c11%u7684%u5de5%u4f5c%u5916%uff0c%u5bee%u5c4b%u7ba1%u5236%u53ca%u6e05%u62c6%u8077%u52d9%u7531 2006 %u5e74 4 %u6708%u8d77%u79fb%u4ea4%u5730%u653f%u7e3d%u7f72%u3002All temporary housing areas had been demolished by August 2001. Effective from April 2006, except for the activity on rehousing of occupants upon clearance, the squatter control and clearance functions were transferred to the Lands Department.- 10 -
