Measures included increasing the penalty points awarded for nine misdeed items, and widening the scope of two specific misdeed items, one related to environmental hygiene and the other to serious breaches of the tenancy agreement. These included a photo contest, a basketball challenge, a forum, a commemorative publication, and an eight-episode TV documentary series.
