Each year, the Government releases a Long Term Housing Strategy (LTHS) Annual Progress Report, in which it matches land available for public housing with its supply target over the coming 10-year period. In its LTHS Annual Progress Report 2023, the Government identified sufficient land for producing enough public housing units for the coming 10-year period (i.e. from 2024/25 to 2033/34) to meet the supply target of 308 000 public housing units in this period. The task of managing the public housing supply to achieve this construction target is the responsibility of HA, and Chapter 3 of this report provides details about the construction progress we made in 2023/24. In this Chapter, we focus on two other key functions of HA, namely allocating available PRH units to those in need, and overseeing and administering various schemes aimed at helping low- to middle-income families get a foothold on the housing ladder.
