As at the end of March 2024, our PRH waiting list included around 127 900 general applicants (i.e. family applicants and elderly oneperson applicants) and around 92 300 non-elderly one-person applicants under the Quota and Points System (QPS). The average waiting time for general applicants who were housed to PRH during 2023/24 was 5.7 years, while that for elderly oneperson applicants was lower, at 3.8 years.There is a strict set of criteria for PRH eligibility. Even so, the number of eligible applicants is large, so fair and equitable mechanisms are adopted to determine priority for allocation. For general applicants, we prioritise the allocation of PRH units according to the order of their registration, their family size, and their choice of district. Priority for non-elderly one-person applicants under the QPS is determined by the total points accumulated by these applicants, allocated on the basis of their age at the time of application, their waiting time, and whether they are already living in PRH. We allocated around 23 600 PRH units during the 2023/24 fiscal year. About 18 500 of these were allocated to general applicants and non-elderly one-person applicants under the QPS, and about 3 700 to existing tenants undertaking various types of transfers. The others, or approximately 1 400 units, were allocated to applicants in various special categories, including people applying for compassionate rehousing and families affected by government clearance actions, fire, natural disasters and emergencies.
