Balloting to determine selection priority was held in October 2023, and flat selection for eligible applicants commenced from late January 2024.HOS Secondary Market SchemeThe HOS Secondary Market Scheme enables GF applicants to purchase SSFs in the Secondary Market with premium unpaid. The purpose of the scheme is twofold: on the one hand, to provide an extra route by which GF applicants can achieve home ownership, and on the other, to free up PRH resources for allocation to those in more pressing need. To further address the home ownership aspirations of low- to middleincome families, SHC regularised the White Form Secondary Market Scheme (WSM) in 2017 so that successful White Form applicants allotted with quotas could also purchase HOS flats with premium unpaid in the Secondary Market. The quota of White Form buyers was increased to 4 500 in WSM 2020, and this level has been maintained in WSM 2022 and WSM 2023.Applications for WSM 2023 were invited in late July 2023. Around 78 000 applications were received, and balloting to determine the priority in the award of quota was held in October 2023. Successful applicants were issued Approval Letters in mid-March 2024, inviting them to apply for a Certificate of Eligibility to Purchase (CEP) with a validity period of 12 months. A CEP gives its holder the right to purchase a SSF with premium not yet paid within the validity period.
