The changes require that PRH tenants (as well as Rental Estate tenants of the Hong Kong Housing Society) who apply to purchase SSFs as GF applicants should not have owned a domestic property in Hong Kong at any time within 24 months prior to the closing date for submitting the application, and up to the time of purchase. In addition, fixedterm licensees of HA are no longer eligible to purchase SSFs as GF applicants.SHC endorsed relaxing the mortgage arrangements for SSFs in November 2023. This relaxation included extending the maximum mortgage default guarantee period and the mortgage repayment period under the Deeds of Guarantee being provided by HA. These moves will enable purchasers of SSFs to obtain mortgage loans for their flats from banks and other authorised financial institutions more easily than before.The relaxation of mortgage arrangements in respect of the primary market was implemented in January 2024. This included extending the maximum mortgage default guarantee period to 30 years for TPS flats, and extending the maximum mortgage repayment period of new SSFs to 30 years. In March 2024, the relaxation of mortgage arrangements for the secondary market was implemented to promote the circulation of SSFs. The maximum mortgage default guarantee period for SSFs sold in the HOS Secondary Market Scheme has been extended to 50 years, and the maximum repayment period has been extended to 30 years.
