The discount rate was set at 48% of the assessed market value, and applications were invited in late March 2024. Balloting to determine selection priority is expected to be held in the second quarter of 2024, with flat selection expected to commence from the third or fourth quarter of 2024. Following the successful experience of using EFAS as the platform to sell unsold GSH flats2, in April 2023 SHC endorsed a proposal to offer any rescinded flats (i.e. flats made available for resale because the initial purchaser failed to complete the transaction) from Ching Fu Court in Tsing Yi and Dip Tsui Court in Chai Wan for sale to eligible PRH applicants in tandem with EFAS 2023. During the year, around 180 rescinded flats from the above estates were put up for sale under EFAS 2023. Applications for EFAS 2023 were invited in early July 2023 and flat selection commenced in early September 2023. Home Ownership SchemeHOS is a major SSF scheme administered by HA. HOS helps low- to middle-income families, including eligible PRH tenants, achieve home ownership by allowing those eligible under the scheme to purchase an HOS flat at a discount from the assessed market value.
