From 2020, we froze the re-letting of rental flats recovered from TPS estates, and set up arrangements for putting up recovered TPS flats for sale. These flats attracted positive response among buyers, so the Subsidised Housing Committee (SHC) regularised the sale of recovered TPS flats in June 2023, meaning that we will put up recovered TPS flats for sale in our future HOS or GSH sale exercises. The target buyers will be those with Green Form (GF) status, as well as eligible applicants under the Express Flat Allocation Scheme (EFAS)1. If a recovered TPS flat remains unsold at the end of an HOS or GSH sale exercise, it will be put up for sale in the EFAS exercise that immediately follows. During the year, we put up for sale around 400 recovered TPS flats under the Sale of HOS Flats 2023 (HOS 2023), at a discount rate of 80% to 85% of their assessed market values. Following balloting to determine selection priority, flat selection commenced from late January 2024. The next batch of recovered TPS flats will be put up for sale under the Sale of GSH Flats 2023 (GSH 2023).Green Form Subsidised Home Ownership SchemeThe GSH was specifically developed for GF applicants, who are primarily sitting PRH tenants. GSH flats are sold at a discount of 10% more than that of the preceding HOS sale exercise. GSH 2022 offered 4 693 flats for sale in late September 2022, with the discount rate set at 59% of the assessed market values.
