The scheme focuses on households classified as %u201cunder-occupation households%u201d (i.e. households living in units with an internal floor area exceeding the prescribed thresholds) where all family members are aged 70 or above. It encourages these elderly households to transfer to smaller units in exchange for full rent exemption for life. This attractive offer also brings significant benefits for others, as it increases the supply of larger units for families waiting to be allocated a PRH flat. The scheme was regularised in 2020, with the coverage expanded to include elderly households in which all family members are aged 70 or above living in Housing for Senior Citizens of Type I Design and non-self-contained Converted One-Person units. The district choice was also widened, from choice of a flat in the same District Council district to one in the same PRH Application District. As at the end of March 2024, around 850 applications under the scheme had been approved, and 333 eligible households had moved to smaller units where they could enjoy full rent exemption for life. Emergency Alarm System (EAS) GrantA popular service offered by HA to the elderly is the EAS Grant, a lump sum payment for our elderly PRH residents to fund the installation of, or a subscription to, an EAS provided by commercial organisations or NGOs. The system is designed to make it easy for elderly people who experience an emergency (such as a fall or a medical episode) to call for urgent assistance, for instance by simply pushing a button or activating an app alarm.
