Common tenancy abuse behaviour includes nonoccupation, subletting, engaging in illegal activities, nondomestic usage, and false declaration of information such as income, assets, and household status. To combat such cases, we have adopted a multi-pronged approach that includes routine flat inspections by estate staff, and in-depth investigations by a dedicated team into randomly selected cases and suspected cases referred by frontline management or reported by the public. We also run extensive publicity and educational programmes about tenancy abuse to raise public awareness of the issue and enlist public support to combat the problem.In May 2023, HA endorsed a series of measures that will strengthen our ability to combat tenancy abuse, through enhancements to the Well-off Tenants Policies (WTP) and the Addition Policy. These new measures, which took effect from the declaration cycle beginning from 1 October 2023, include the following:PRH households are required to make a declaration every two years as to whether: (1) they have continuously resided in their unit and have complied with the terms in the tenancy agreement, and (2) they own any domestic property in Hong Kong.
