While other public housing developments typically took the form of blocks erected within pre-existing established neighbourhoods, Wah Fu Estate was a sparsely populated rural site situated at a considerable distance from existing urban areas and facilities. Completed in the 1960s, the estate was built on an unprecedented scale, comprising 18 residential blocks with approximately 9 200 flats, and housing more than 24 000 residents.
