Application Guide

To apply for public rental housing (PRH), simply follow these steps:

 
  • Check your eligibility
  • Obtain an application form
  • Fill in and submit the application form
  • Get registered on the Application for PRH
  • Attend a detailed vetting interview
  • Accept a housing offer

2. Obtain an Application Form
 

The application form together with the Application Guide for Applicants can be obtained free of charge from:

  • All public housing estate offices
  • The Applications Sub-section of the Housing Department (Podium Level 2, Hong Kong Housing Authority Customer Service Centre, 3 Wang Tau Hom South Road, Lok Fu, Kowloon)
  • The Sham Shui Po Housing Information Centre (2/F Podium, Un Chau Shopping Centre, Un Chau Estate, Kowloon)
  • All Public Enquiry Service Centres of the Home Affairs Department

If you want to obtain the application form by post, please write to us at P.O. Box 89192 Kowloon City Post Office. Please remember to enclose a clearly written self-addressed envelope with sufficient postage.

 
3. Fill in and Submit the Application Form
 

Before you fill in the application form, you should read the Application Guide for PRH carefully to understand:

  • The eligibility criteria
  • The various priority schemes for the elderly
  • Guidelines on completing the application form
  • All the application details

After you have completed the application form, send it in person or by post together with all the required documents to the Applications Sub-section of the Housing Department. If you are using our e-fillable application form, you have to print the completed application form and sign on it before sending it to us with all the supporting documents. Please note that failing to complete the form properly and / or attach all the supporting documents may cause delay to your application.

Upon receiving your application, we will send you an acknowledgement letter.

 
4. Get Registered on the Application for PRH
 

We will then conduct a preliminary vetting of your application. Your application form and documents will be returned to you if:

  • Your application form has not been properly completed and / or any of the required supporting documents are missing; or
  • Your application is not meeting the eligibility criteria.

If your application has passed the preliminary vetting, it will be registered on the Application for PRH and you will receive a blue acknowledgement card bearing an application number. If you do not receive the card within three months after submitting your application, you may

  • Send a written enquiry to our Applications Sub-section ( P.O. Box 89192 Kowloon City Post Office), or
  • Enquire in person at the Applications Enquiry Counter (Podium Level 2, Hong Kong Housing Authority Customer Service Centre), or
  • Call the HA Hotline 2712 2712
 
5. Attend a Detailed Vetting Interview
 

Once your application is due for detailed vetting, we will arrange a detailed vetting interview for you according to the priority of your application (the priority of Non-elderly One person applicants will be determined according to the points scored under Quota and Points System). You must provide all requisite documents during the interview for vetting and verification. 

We will inform you of your eligibility for PRH within two months after we have received all the requisite documents from you. The date of acceptance or cancellation of your application will be the day on which the vetting is completed.
 
6. Accepting a Housing Offer
 

When you have satisfied all the eligibility criteria and your application is due for flat allocation, we will make a housing offer to you.

To ensure fairness and impartiality, we allocate PRH flats by random computer batching, according to your family size, the prevailing allocation standards, and your choice of district subject to the availability of resources.

We will inform you of the housing offer and other related matters. Once you have accepted the offer, we will arrange for you to complete the intake formalities in the respective estate office.
 

 

Express Flat Allocation Scheme

You may be able to enjoy an early flat allocation by joining our Express Flat Allocation Scheme (EFAS) which is launched according to available housing resources. If you receive a letter inviting you to join the EFAS, do not miss the chance.
