HA’s Contractors Commended for Construction Industry Safety 2017

Launching Ceremony for HePlan

Officiated by the Permanent Secretary for Transport and Housing (Housing), Mr Stanley Ying, the Housing Electronic Plan Submission System (HePlan) of the Independent Checking Unit (ICU), was launched on 31 March.

This is the first of its type in Hong Kong for applicants to make paperless submission for building control purposes electronically for the Hong Kong Housing Authority’s (HA’s) New Works Projects, as well as Alteration and Addition Works. ICU also responds to the applicants electronically. The HePlan comprises of an internal module which supports ICU to conduct its internal workflow, filing and record management in a paperless manner, thus reducing storage space and enhancing efficiency.

At the ceremony, the Head of ICU pointed out that the development of the HePlan marked the beginning of another journey to iron out teething issues encountered and seek further improvement for the system. After viewing the demonstration, Mr Ying expressed his appreciation of the big leap forward the HePlan made and expected the day when ICU colleagues at Lung Cheung Office Block could discuss the submissions with those of other divisions stationed at the HA Headquarters or elsewhere by means of the electronic interactive audio-visual communication tools, irrespective of geographical constraints.
