To apply for Public Rental Housing (PRH), please simply follow these steps:
- Check your eligibility criteria
- Obtain an Application Form and Application Guide
- Fill in and submit the application form
- Conduct Preliminary Vetting and Registered on the Application for PRH
- Attend a detailed vetting interview
- Accept a housing offer

Applicants must submit the completed Application Form together with all supporting document(s) and declaration form(s) by post or in person within three months to Housing Department (HD)’s Applications Sub-section. If the Applicant fills in the form via “Easy Form Filing for PRH Application” under the “e-Services for PRH application”, please refer to the User Manual of “e-Services for PRH Application” in e-Services for PRH Application and print the completed application form and sign on it before submitting the PRH application. The Applicant must ensure that sufficient postage has been paid if the documents are to be sent by post. The Applications Sub-section will not accept any underpaid mail items. Mail items without sufficient postage will be returned by Hongkong Post to the sender, while those without return addresses will be disposed of by Hongkong Post in accordance with their established procedures for handling undeliverable mail.
The HD will issue an acknowledgement letter upon receipt of the Application Form and vet the Application Form and the document(s) in the order of the date of receipt of the form.
We will then conduct a preliminary vetting of the application. If the Applicant fails to properly complete and/or sign the Application Form/ declaration form(s)/provide the necessary supporting document(s) and declaration form(s), or if the application is considered not fulfilling the eligibility criteria for PRH application after the vetting, the Application Form and the documents will be returned to the Applicant with an explanatory letter, informing him/her of the reasons for returning the application. The case will then be regarded as closed.
If the application has passed the preliminary vetting, it will then be registered. The Applicant will receive a blue acknowledgement card bearing an application number and a registration date. If the Applicant has yet to receive the blue acknowledgement card or the returned Application Form three months after the receipt of the acknowledgement letter, the Applicant may
- make a written enquiry to our Applications Sub-section (Mail Address: P.O. Box 89192, Kowloon City Post Office), or
- enquire in person at the Applications Sub-section (Address: Podium Level 2, Hong Kong Housing Authority Customer Service Centre, 3 Wang Tau Hom South Road, Kowloon), or
- call the HA Hotline on 2712 2712
For registered applications reaching the detailed vetting stage, we will, in accordance with the registration date/ G-number Equivalent Date (if any) of the applications (priority of Non-elderly One Person Applications will be determined according to the Quota and Points System points scored) and whether there are suitable units in selected districts, interview the Applicant and his/her family member(s) in turn for a detailed vetting to ascertain the eligibility for flat allocation. The Applicants and his/her family member(s) must provide all necessary information during the detailed vetting interview for HD’s vetting and verification.
We will inform the Applicant of his/her eligibility for flat allocation in about two months after collecting all the documents. The date of acceptance or cancellation of the application shall be the day on which the HD has completed the vetting process.
When the Applicant has satisfied all the eligibility criteria and enter into allocation stage, once the application is due for flat allocation, we will make a housing offer to the Applicant.
For equitable distribution of PRH resources, PRH units are allocated to applicants by random computer batching according to their family size, the choice of district and PRH allocation standards, and, subject to the availability of resources.
We will inform the Applicant about flat offer and intake information. Upon the Applicant’s acceptance of the housing offer, the application will be cancelled automatically.
Express Flat Allocation Scheme
The Applicant may be able to enjoy an early flat allocation by joining our Express Flat Allocation Scheme (EFAS) which is launched according to available housing resources. If the Applicant fulfils the eligibility criteria, he/she will receive an invitation letter about EFAS, please do not miss the chance.
