Selling a Flat

Home Ownership Scheme (HOS) / Tenants Purchase Scheme (TPS) / Green Form Subsidised Home Ownership Pilot Scheme / Green Form Subsidised Home Ownership Scheme (GSH)* flat owners, may sell their flats in the HOS Secondary Market to tenants of rental housing estates of the Hong Kong Housing Authority (HA) or the Hong Kong Housing Society (HKHS), authorised residents of Interim Housing managed by the HA, holders of Green Form Certificate issued by the HA or holders of the Certificate of Eligibility to Purchase (White Form Status) issued by the HA without payment of a premium to the HA.

Flat owners may obtain application form of Certificate of Availability for Sale from Estate Offices / District Tenancy Management Offices and the HOS Secondary Market Scheme Unit. The completed application form should be submitted to the Estate Offices / District Tenancy Management Office concerned together with an application fee, a copy of the Deed of Assignment and copies of a water bill and an electricity bill of the flat issued by utility companies within the last six months from the date of the application form. 

Applicants may submit Online Application. The online application is only applicable to the applicant and relevant party(ies) who hold an activated “iAM Smart+” account with digital signing function or a valid personal digital certificate (including owner/ owner’s agent for applying CAS). Applicants may complete and submit the online application through the HA website, GovHK or “iAM Smart” website. Staff of the respective offices will contact the applicants after receiving their online application to verify the application including arrangement of the collection of other requisite documents and the application fee by a crossed cheque or cashier’s order, etc. Furthermore, the applicants may also choose to pay the application fee via the Faster Payment System (FPS) during online application. The SMS Unit will issue a payment notification letter with a QR code via email to the applicants for paying the application fee after the respective office completed the vetting of the application.

The application fee shall be paid in the form of a crossed cheque / cashier order payable to the "Hong Kong Housing Authority" (existing charge is $900). A Certificate of Availability for Sale will be issued to the flat owner after the HA has verified the application.

Ex-owners who have sold their flats, and their spouses are not eligible to join any of the subsidised housing scheme administered by the HA (including public rental housing, HOS, Private Sector Participation Scheme (PSPS), Home Assistance Loan Scheme (HALS), HOS Secondary Market Scheme, TPS) and any subsidised scheme administered by the HKHS.


*For GSH, the eligible buyers are Green Form applicants only. For flats after five years from the date of first assignment under GSH Pilot Scheme, White Form applicants are also eligible buyers.
