Widely recognised for its dedicated efforts in handling complaints, particularly mediation cases, the Housing Department (HD) has recently received The Ombudsman’s Awards 2018 for Public Organisations (Mediation) newly introduced by the Office of The Ombudsman (the Office). Mr Alex Hui Hoi-ning, the then Assistant Housing Manager/Tenancy (Kowloon East 9)/1 of the District Tenancy Management Office, also received The Ombudsman’s Awards 2018 for Officers of Public Organisations.
The Ombudsman, Ms Connie Lau, commended the HD for its proactive approach and prompt response in mediation, and ceaseless endeavour in seeking a win-win solution with the complainants, which have significantly enhanced its efficiency in handling complaint cases.
Speaking at the presentation ceremony, the Director of Housing, Mr Stanley Ying, pointed out that of the over 300 complaint cases referred by the Office to the HD last year, about one-fourth were resolved through mediation, among which nearly half were settled within 10 days. The use of mediation to handle complaints, he believed, was not only a pragmatic approach to resolve disputes for the public, but was also a means to enhance mutual understanding and trust in a harmonious and constructive environment whereby a win-win situation could be achieved.
Mr Alex Hui Hoi-ning, one of the awardees of The Ombudsman’s Awards 2018 for Officers of Public Organisations, has been serving the HD for more than 23 years. He was commended by the Office for his dedication, caring attitude, fairness and impartiality in handling complaints about nuisance caused by neighbours and suspected abuse of public housing.
