The Hong Kong Housing Authority’s (HA's) latest phase of Express Flat Allocation Scheme (EFAS) invites applications from 20 July to 9 August 2021. Eligible public rental housing (PRH) applicants may have an earlier chance to be allocated PRH flats through this Scheme.
Upon fulfilling the seven-year residence requirement and holding a valid chance of flat allocation, applicants with a valid PRH application which has registration date or equivalent registration date on or before 31 March 2020 are eligible to apply; irrespective of whether they have previously joined the Scheme or not. The Housing Department (HD) will send invitation letters to all eligible applicants. Those who are eligible and interested in joining EFAS should read or download the Application Guide from the webpage of EFAS on the HA/HD Website, or call HA Hotline at 2712 2712 for a copy by fax. Applications should be submitted by one of the following ways:
- To complete and submit the online electronic application on or before 11:59 p.m. of 9 August through logging in “e-Services for Public Rental Housing Application” account registered with valid PRH application number; or
- To complete and submit application form attached to our mailed invitation letter by post or direct delivery to the HD. The submission date of application by post will be determined by the postmark date on the envelope. Late applications will not be considered.
EFAS is launched subject to the availability of housing resources. Most of the flats available for selection under EFAS are vacant flats in older housing estates located in various districts including the Outlying Islands and the New Territories, while some are located in the Urban and the Extended Urban Districts. These estates are equipped with fairly comprehensive community facilities in terms of transportation, shopping, community services and medical care. A small number of flats, however, have been involved in unpleasant incidents, or have less attractive conditions in terms of floor level, orientation or internal layout. Some of these flats are offered with rent reduction periods.
