Public Housing Development at Queen’s Hill Honoured with Green Building Award

The Public Housing Development Project of Queen’s Hill, Fanling, (Queens Hill Estate and Shan Lai Court)under the Hong Kong Housing Authority (HA) has proudly received the Grand Award and the Special Citation on United Nations Sustainable Development Goals under the New Buildings Category (Completed Projects – Residential) in Green Building Award 2023, additional honours subsequent to the Excellent Building Award 2023 and the Hong Kong Institute of Project Management Awards 2021.
The Project has transformed the former Queen’s Hill Barracks into a residential area, consisting of 13 domestic blocks, accommodating more than 12 000 families. The central retail and communal green spine forms the heart of this all-comprising community which is well integrated with various play areas and recreational facilities, open plaza, gardens, artwork displays, and comprehensive covered walkway systems connecting the development with its surrounding areas. Master planning was tactically articulated to minimise impact to surrounding villages and existing trees, and at the same time maximise the views. Major public spaces and facilities have been strategically planned along wind corridors to facilitate natural ventilation with aid of computer simulation. In addition, the former officers’ mess has been revitalised with about 100 existing trees retained on site. Timber and salvaged artifacts from felled trees and old barracks have been recycled to become artworks and benches for enjoyment by the neighbourhood and education.

The project team has made use of every opportunity to add value and variety to the facilities, such as open spaces, covered walkways, places for resting and greening. The use of energy-saving or water-saving features and natural ventilation were also applied to achieve desirable thermal comfort. Energy saving measures, such as the use of zero irrigation system, cut and fill balance of site formation, off-site prefabrication and on-site concrete batching plant, are considered in every aspect of building services design with promising performance in energy saving and waste reduction. The retail and communal green spines are also well integrated with the various amenity facilities and covered walkway systems for seamless connectivity within the development which help foster a quality and sustainable built environment.
Themed “Embracing Wellbeing‧Excellence in Sustainable Built Environment”, the Green Building Award 2023 was co-organised by the Hong Kong Green Building Council and the Professional Green Building Council to recognise building-related projects and organisations which are highly engaged in sustainable development.
