Implementation of Municipal Solid Waste (MSW) Charging in Public Rental Housing Estates
The Legislative Council had passed the Waste Disposal (Charging for Municipal Solid Waste)(Amendment) Ordinance 2021 on 26 August 2021. Environmental Protection Department (EPD) has consulted the Panel on Environmental Affairs of the Legislative Council and will implement MSW charging on 1 August 2024. In line with the "polluter-pays" principle, all waste disposed of by residential and non-residential premises (including commercial and industrial sectors) will be subject to charging based on its quantity.
Coverage :
(i) Domestic Waste such as household waste and waste generated from daily activities in institutional premises (e.g., schools); and
(ii) Commercial & Industrial Waste such as waste arising from shops, restaurants, hotels, offices, markets in private housing estates and all industrial activities.
There are two charging modes, namely :
(i) charging by designated bags/designated labels; and
(ii) charging by weight through "gate-fee".
Under the charging by designated bags, households are required to wrap their general household waste before placing it at the communal waste reception areas of the relevant premises such as refuse rooms on individual floors, refuse bins at floor lobbies, to be collected by cleansing contractors.
For oversized waste, large furniture such as table, book case, mattress, that cannot be wrapped by designated garbage bags, households are required to affix them with designated labels when disposing at specified collection points.
According to the information of Environmental Protection Department, there are nine different sizes of designated bags, ranging from 3-litre to 100-litre, to cater for the needs of general public. Upon implementation of MSW charging, designated bags and designated labels are available for sale on authorised sales points, including supermarkets, convenience stores, pharmacies and authorized online platforms.

To support the Government’s upcoming implementation of waste charging, Housing Department (HD) has all along been collaborating with EPD to implement various waste reduction and recycling trial schemes so as to enhance the awareness of public housing tenants in waste reduction and recycling, and get prepared for complying with the MSW charging scheme upon its full implementation.
Trial Project on Municipal Solid Waste Charging at Public Housing Estates
EPD and HD have collaborated to carry out the trial project to cover about 150 public rental housing (PRH) blocks and a shopping centre in Hong Kong by phases since the end of 2018. All the four phases of the trial project have been concluded in August 2023. Through the trial project, residents will be enabled to experience the charging arrangement under actual circumstances and their awareness on waste reduction will be raised for early preparation.
Pilot Scheme of Food Waste Collection Trial Project
As at March 2023, 19 Housing Authority (HA)’s shopping centres/wet markets have joined the trial project of EPD by phase to collect generated source-separated food waste. In collecting household food waste, EPD launched Phase 1 of the trial project in four HA’s PRH estates from end October 2022 and expanded to cover another eight estates in Phase 2 progressively in the first quarter of 2023. Phase 3 of the trial project to cover more PRH estates progressively will be rolled out in the fourth quarter of 2023. Through continual participation, both commercial and domestic tenants’ awareness on waste reduction and separation at source could be enhanced.
Reverse Vending Machines
In February 2021, we have been collaborating with EPD to launch the Phase 1 reverse vending machine pilot scheme in three PRH estates. The scheme was widely supported by the public. To continue to encourage the public to return the plastic beverage containers, total 15 PRH estates have joined the Phase 2 of the scheme with machines set up since July 2022.
Pilot on Smart Recycling
We have been collaborating with EPD to launch the Pilot on Smart Recycling in 15 PRH estates to collect recyclables such as plastic waste, waste paper, metal, plastic bottles etc. since the first quarter of 2023. |

One-stop recycling service “GREEN COLLECT”
Public housing estates in 9 districts have joined the one-stop recycling service “GREEN COLLECT” by phase since September 2022. Under this service, operators of GREEN@COMMUNITY and other contractors of EPD of various recyclable collection programmes provide one-stop collection service to participating housing estates for various low-value recyclables (including plastics, glass bottles, rechargeable batteries, fluorescent lamps and tubes, small electrical appliances and regulated electrical equipment, etc.) so as to enable estate residents to separate more recyclables and turn waste into resources more properly.
We have set up Green corner / dedicated notice boards at the ground floor lobby of each domestic block to post up information relating to waste separation and recycling as well as MSW charging. To enhance tenant’s awareness of waste reduction and encourage them to form good habit of “Use Less, Waste Less” in daily life, we have also published videos in Facebook and Housing Channel of HA as well as organising recyclables competition.
