Letting Scheme for Subsidised Sale Developments with Premium Unpaid (Letting Scheme)
Letting Scheme (White Form)
The Letting Scheme (White Form) is launched by HA and Hong Kong Housing Society (HKHS) on a pilot basis, with a quota of 3,000, to allow owners of subsidised sale flats (SSF) to utilise their properties flexibly while providing more rental options for citizens who are not eligible for Public Rental Housing (PRH) and unable to afford to purchase private residential properties. Owners who have owned their SSF for 10 years or more may, after paying a Letting Permit Fee, let their flats with premium unpaid to applicants who meet the White Form eligibility criteria of the Home Ownership Scheme (HOS).

Eligible owners for the Letting Scheme (White Form) must fulfil the following criteria: |

The owner must have owned the title of the flat for at least 10 years (from the date of signing the Assignment of the flat) on the date of submitting the application form; and |

| (2) |
The flat is premium unpaid. |

|
Eligible tenants under the Letting Scheme (White Form) must fulfil the following criteria: |

Comply with the prevailing White Form income and asset limits for the latest HOS exercise; and |
|
| (2) |
During the period from 24 months preceding the date of application submission and up to the issuance of the “Tenant Certificate (White Form)”, neither the applicant nor any listed family member has owned any domestic property in Hong Kong. |

Letting Scheme (PRH Applicants)
Apart from letting their flats to the above eligible White Form applicants, eligible owners (i.e. who fulfil the eligibility criteria as set out above) may also let their SSF to eligible PRH applicants.
The detailed eligibility criteria for eligible PRH applicants are as follows:

Ordinary family (including one-person household under Single Elderly Persons Priority Scheme) holding a valid PRH application number of the HA and that application has been registered for 3 years or more; |

| (2) |
Non-elderly one-person household holding a valid PRH application number of HA under the Quota and Points System and that application has been registered for 6 years or more; |
|
| (3) |
Ordinary Family with bab(ies) born on or after 25 October 2023 holding a valid PRH application number of HA and that application has been registered for 2 years or more, and must be eligible under HA’s “Families with Newborns Allocation Priority Scheme”. |
If eligible owners let their flats to eligible PRH applicants, they are not required to pay the Letting Permit Fee.
